David Mindess School, Ashland MA

The David Mindess Elementary School was constructed in 1954 as an elementary school and then converted to a high school in 1956.  The layout and class sizes are no longer appropriate for elementary students.  The school has undergone some renovations, most recently in 1995, however, school is not fully ADA compliant.  The school has also seen tremendous water intrusion over the years, making parts of the building unuseable.  In addition the David Mindess School has seen a tremendous growth in population. The school capacity for students is around 590, and currently we have 647 students.

Partnering with the MSBA allows us to address all of the Mindess School’s building deficiencies comprehensively at half the cost. If we were to address some of the more significant building issues piecemeal, none of the cost would be reimbursed; the Town would incur all costs associated with becoming ADA compliant, upgrading the electrical system, providing fire suppression systems, replacing the HVAC system, addressing the issue of groundwater permeating the foundation, and, if necessary, housing students in alternative venues while repairs are made.

  • March 8, 2017 -  Completed Statement of Interest (SOI) presented to Ashland School Committee for review. Unanimous vote (5-0) to authorize SOI submission to the Massachusetts School Building Authority (MSBA)
  • March 15, 2017 -  Completed Statement of Interest (SOI) presented to Ashland Board of Selectmen for review. Unanimous approval (5-0) to authorize SOI submission to the Massachusetts School Building Authority (MSBA)
  • April 5, 2017 Statement of Interest for the David Mindess School Submitted electronically to MSBA via SOI portal.
  • September 12, 2017 - A MSBA visiting team led by Diane Sullivan, Director of Program Management, visits the David Mindess School to tour the school and meet with town and school representatives. The Chair and Vice Chair of the School Committee, a Board of Selectmen member (Yolanda Greaves), the Town Manager and the Superintendent of Schools, as well as Senator Karen Spilka, and a liaison from Representative Jack Lewis' office were present.
  • December 13, 2017 - The MSBA unanimously agreees to invite the Town of Ashland and the Ashland Public Schools into the grant program. School officials receive an overview of the MSBA grant process. Senator Karen Spilka attends and lends her support of the project.Ashland School Committee is notified of the MSBA's invitation during the superintendent's report in open session of the regularly scheduled school committee meeting.

Now that the MSBA has agreed to partner with us, the District will be subject to completing numerous tasks beginning May 1, 2018, which is the start of our Eligibility Period.  We will have 270 days to accomplish the following tasks:

  • May 31, 2018 - Initial Compliance Certification Required
  • July 2, 2018 - School Building Committee Required
  • July 30, 2018 - Educational Profile Questionnaire Required
  • July 30, 2018 - Online Enrollment Projection Required
  • October 29, 2018 - Enrollment/Certification Executed Required
  • October 29, 2018 -  Maintenance and Capital Planning Information Required
  • January 28, 2019 - Local Vote Authorization Required
  • January 28, 2019 - Feasibility Study Agreement Required
